PFSLSC Redevelopment Project
In 2022, our club developed and endorsed a Strategic Plan to guide the future direction of our lifesaving operations, membership growth, and community engagement. As part of this process, members were invited to share their feedback, which highlighted the need for our facilities to be fit-for-purpose and sustainable for the years ahead.
In addition to this consultation, Lifesaving Victoria (LSV) has produced a 2021 document titled Lifesaving Facilities of the Future, which outlines the minimum facility standards for clubs of our size. With over 650 members annually and continued growth in both patrol activity and community demand, it is clear that our current facilities no longer meet these standards.
To address this, the Executive Board engaged DOT Architects to prepare a set of high-level concept drawings for a proposed redevelopment. These plans are guided by:

draft concept plans include a colour-coded guide that shows where our current facility falls short compared to LSV standards—particularly in patrol operations, storage, first aid, gym, and nipper activity areas. They also consider our social and community needs, including space for members to gather, host events, and strengthen club culture.
The estimated cost of the project is $3-4 million.
Key Features of the Proposed Plan

Fully compliant all-abilities access from street level.
Cantilevered design for improved views of East Beach.
A mezzanine level for elevated visibility.
Direct stair access to a larger patrol operations room.
An inclusive tower that allows members who are unable to perform beach duties to still play an integral role in rescue operations.

Patrol Operations Room to meet LSV’s standards.
Improved space for Captains to plan and coordinate patrols.
A larger First Aid Room with better storage, privacy, and capacity to treat multiple patients at once.
Optimised design for Ambulance Victoria access and patient care.

Increased and better-organised storage areas.
Clear separation between operational equipment and nipper gear to reduce OH&S risks.
Consolidation of off-site storage back into the main facility.

A modern, purpose-built gym to support lifesaving fitness requirements.
Additional capacity to cater for surf sports teams who represent the club at state and national levels.

A dedicated members’ social bar and gathering area.
Direct access from the current education centre.
Greater flexibility for seasonal events, post-patrol gatherings, and hosting visiting clubs.
Clear separation from the café sub-lease (Charlies Café).

Improved weatherproof cladding and external fittings.
Updated mechanical and plumbing systems.
Lower long-term maintenance costs.
Why This Matters
Our club has grown substantially in recent years and is now home to over 650 members annually. As the only surf lifesaving club in Moyne Shire, we patrol a large and diverse coastline that sees thousands of visitors every summer.
To meet these demands, our facilities must evolve to remain safe, accessible, and functional—not only for lifesaving operations but also for the social and community spirit that underpins our club.
